Four Power Agreement 1971

U.S. Ambassador Rush recommends to National Security Advisor Henry Kissinger that negotiations take no more than two weeks, as requested by Secretary of State Rogers. The agreement was due to be signed yesterday, but has been held until now to resolve disputes over translations. The phrase ”transit traffic” was one of many that caused the last-minute delay, as German translations from Russian were different for East Germans and English for West Germans. These and other translation disputes were resolved today at 10:30 a.m. .M.m. The Foreign Ministers of the 4 powers met on the 3rd. June 1971 to sign the Final Protocol to the AgreementLicence: Creative Commons Attribution Wikimedia After the agreement came into force, the Soviet Union used this vague wording to soften West Berlin`s relations with the Federal Republic of Germany. However, the agreement contributed significantly to the reduction of tensions between East and West over Berlin as well as to the expansion of contacts between the two sides of Germany. As such, he made an important contribution to the process that led to the reunification of Germany in 1990. (b) In accordance with established procedures, international agreements and arrangements concluded by the Federal Republic of Germany may be extended to the western sectors of Berlin, provided that the extension of such agreements and arrangements is determined on a case-by-case basis. Road, rail and maritime transport between West Berlin and West Germany must be provided without hindrance.

(Commercial air transport has been the subject of a quadripartite agreement since 1945.) The Quadrilateral Agreement and the resulting agreements and arrangements between the competent German authorities referred to in this Protocol shall regulate the important matters discussed during the negotiations and shall remain in force jointly. With the Allied agreement, the basic treaty (in force in June 1973) recognized two German states, and both countries undertook to respect each other`s sovereignty. In accordance with the provisions of the Treaty, diplomatic missions should be exchanged and commercial, touristic, cultural and communicative relations should be established. Under the Agreement and the Treaty, the two German states acceded to the United Nations in September 1973. By this Protocol, the four Governments shall bring into force the Quadrilateral Agreement which, like this Protocol, shall not affect quadrilateral agreements or decisions previously concluded or taken. In reference to the Quadripartite Agreement signed in September. 3. In 1971, by this letter, our Governments intend to inform the Government of the Federal Republic of Germany of the following clarifications and interpretations of the declarations set out in Annex II, which were the subject of consultations with the Government of the Federal Republic of Germany during the quadrilateral negotiations. The first part of the agreement commits the four powers to ”strive to eliminate tensions and avoid complications in the area concerned.” It cites the Charter of the United Nations as a guideline for the prohibition of the ”use or threat of use of force” in the Berlin question and declares that nothing will be ”unilaterally changed”. This Quadrilateral Agreement shall enter into force on the date fixed in a definitive quadrilateral Protocol provided for in accordance with the Agreement on the measures provided for in Part II of this Quadrilateral Agreement and in its Annexes. However, the agreement will not enter into force until East and West Germany conclude a subsidiary agreement on the details of its implementation. During his stay in the Union of Soviet Socialist Republics, a permanent resident of the western sectors of Berlin, who has obtained a visa in this way, can take both documents or one of them with him at will.

The visa issued by a Soviet office serves as a basis for entry into the Union of Soviet Socialist Republics, and the passport or identity card serves as a basis for consular services under the quadruple agreement during that person`s stay in the territory of the Union of Soviet Socialist Republics. The above stamp appears in all passports used by permanent residents of the western sectors of Berlin to travel to these countries. Disputes over Berlin must be resolved peacefully, without the threat or use of force. The agreement must not be amended by a single government. Conflicts relating to the application of the Agreement must be resolved through consultations. The governments of the United States and the United Kingdom seemed to not know how to react to these developments. The Federal Foreign Office spent a lot of time analysing possible reasons for the Soviet willingness to negotiate, revealing considerable differences of opinion between London and the embassy in Moscow. The four-page discussions on Berlin continued, with the Russians proving to be generally tough interlocutors.

Fifty years ago, the ambassadors representing the 4 occupying powers in Germany – France, Great Britain, the United States and the USSR – signed an agreement on Berlin. These included documents on access, communication and the respective positions of the FRG (West Germany) and the GDR (East Germany) in relation to Berlin. Although neither the West nor the East got everything they expected from the negotiations, the fact that the agreement was signed came as a surprise to many involved. The Governments of the French Republic, the United Kingdom and the United States of America, referring to Part B of Part II of the Quadrilateral Agreement as of that date and after consultation with the Government of the Federal Republic of Germany, have the honour to inform the Government of the Union of Soviet Socialist Republics that they have expressed the hope that the long-awaited Agreement will be adopted; negotiated since March 1970, would prevent East-West clashes around the isolated city, as has often taken place since World War II. .
